Rising stacks of gold coins beside a leather ledger and desk lamp with a city skyline at dusk: cost to start a business in Saudi Arabia

Cost to Start a Business in Saudi Arabia: Every Component Explained

There is no single price to start a business in Saudi Arabia. What you pay depends on your activity, your company type and whether foreign investors own it. Several fees are set case by case, and they change. So this guide does not quote amounts. It lists every component you should budget for and the official page that sets each one.

Quick answer

Short answer: Budget for registration (MISA for foreign owners, then the CR), company documents, any minimum capital for your activity, licences, document attestation, premises and, if you hire, staff costs. MISA sets its registration fee when it approves your application, and you have 15 business days to pay (MISA Investor Guide 13-03, section 3.1.1, as of 2 Nov 2026).

Key takeaways

  • MISA fee: set per case on approval; unpaid after 15 business days, the registration is void (Investor Guide 13-03).
  • Capital: some activities set a minimum capital (Investor Guide 13-03, section 5.1.1).
  • Recurring: the CR annual confirmation replaces renewal (Commercial Register Law, Article 11, as of 2 Nov 2026).

Is there a fixed MISA fee?

No. The old “MISA licence” is now called investment registration. MISA’s guide says the applicant agrees to pay the fee MISA decides when it approves the application. Payment is due within 15 business days of the notice, or the registration is void. The guide gives 10 working days for processing (section 3.1.1, as of 2 Nov 2026).

Warning

Fee tables on agency websites may be out of date. Only the amount MISA notifies you of on its e-services portal counts.

What about the CR and company documents?

The Commercial Register Law leaves fees to its Implementing Regulations. The fee for the trade name, the CR and the publication of articles of association is shown when you apply through the Saudi Business Center. Check the current fees on business.sa when you apply (as of 2 Nov 2026).

Minimum capital

Minimum capital is often the largest single item for a foreign-owned company. It is money the company holds, not a fee, and it depends on the activity. For example, MISA’s guide sets a minimum capital for commercial (trading) activity, both with a Saudi partner and fully foreign-owned. Read section 5.1.1 of the Investor Guide for your exact activity. Our foreign ownership guide covers the partner rules.

Tax: a threshold, not a fee

VAT is not a setup cost, but it affects your budget once you trade. ZATCA’s VAT guideline says registration is mandatory once taxable supplies pass SAR 375,000 in 12 months, and optional above SAR 187,500 (ZATCA, as of 2 Nov 2026).

A cheaper route for startups?

Invest Saudi’s Startup Saudi track has its own yearly registration and its own terms on ownership and capital. They apply to that track only, not to every company. Check the page for the current terms.

Build your budget

Build your budget

1

Confirm your activity: check its capital and partner rules in the MISA guide.

2

Wait for the MISA fee notice: don’t assume a figure until MISA confirms it.

3

Check the CR and document fees: on the Saudi Business Center when you apply.

4

Price your documents: get quotes for attestation and translation at home.

5

Add premises and licences: include Balady and any sector licence.

6

Plan recurring items: the annual confirmation, staff costs and accounting.

Tip

Keep every official payment notice and receipt. You will need them for your company records.
