How to Register a Business in Saudi Arabia: A Practical Checklist
Starting a business in the Kingdom is now largely an online process, but “online” does not mean “no preparation”. Most delays come from small things: a trade name that is too close to an existing one, an activity chosen in a hurry, or a manager’s details entered wrong. This checklist walks you through what to prepare before you open the official platform, and what to keep current afterwards.
Independent guide. Infosaudia is not a government website and does not file applications for anyone. Requirements and fees can change. Always confirm the current rules on the Ministry of Commerce and Saudi Business Center pages linked below. This article is general information, not legal advice.
Step 1: Decide what kind of entity you are registering
The Ministry of Commerce explains that registrations are handled through the Saudi Business Center platform at business.sa. Two common starting points are:
- An establishment (sole proprietorship). The National Portal’s establishment service page describes issuing a commercial registration online through National Unified Access, without visiting a service centre.
- A limited liability company (LLC). The National Portal’s LLC service page describes an LLC as a company that one or more individuals or entities can found, with its liability separate from the personal liability of its owners.
Other company forms exist. If you are a foreign investor, or unsure which form fits, speak to a licensed adviser before you start. The choice affects ownership, liability and paperwork.
Step 2: Prepare your information before you log in
The official service description for an establishment lists what the application asks for. Have these ready:
- Owner details and contact information
- Your approved business address and contact details
- The business activities you intend to carry out
- E-commerce information, if you will sell online
- Capital
- Your chosen trade name and its type
- The manager’s details
For an LLC, the service page also lists partner data, company management data and the articles of association (company contract).
Choose activities carefully. When the Commercial Register Law came into force on 3 April 2025, Saudi Gazette reported that businesses must obtain activity licences within 90 days of registration, with longer periods possible where the licensing authority allows. If an activity needs a licence from another body, know that before you register.
Step 3: Check and reserve your trade name
The Ministry of Commerce offers a Trade Name Reservation service, also on the Saudi Business Center. You can hold a name for a limited time while your registration is pending. Check the official page for the current reservation period and rules before you apply. Its conditions include that a name:
- must not resemble a name that is already reserved or registered, even for a different activity;
- must follow the Trade Name Law’s rules on using the name “Saudi Arabia” and the names of cities, regions and public places.
Practical tip: shortlist at least three names (the reservation form accepts several suggestions). If your first choice is too close to an existing one, you won’t have to start your branding over.
Step 4: Submit, approve and pay
According to the official service steps, you then:
- Review the application summary and accept the declaration.
- Get approval from other parties, if any are required (for example other managers).
- Pay the issued invoice through SADAD or card. The registration is issued once payment is made.
We don’t list fees here because they can change. The invoice in the platform shows the current amount.
Step 5: Know what happens automatically
One welcome change: the National Portal’s establishment service page says that once the registration is issued, the business is registered automatically with:
- the Ministry of Human Resources and Social Development
- the Zakat, Tax and Customs Authority (ZATCA)
- the General Organization for Social Insurance (GOSI)
- Saudi Post (national address)
- the Chamber of Commerce
The Ministry of Commerce’s start-your-business page lists the same five registrations as part of the Saudi Business Center journey. Automatic registration does not mean everything is finished. Log in to each relevant platform, check your details and see whether anything else applies to you, such as VAT registration rules or hiring steps.
Step 6: Keep your registration current
The Commercial Register Law that took effect in April 2025 brought changes that existing owners should know about:
- One national register. It covers all of an establishment’s activities, replacing the old sub-registrations. Saudi Gazette reported a five-year grace period for existing businesses to correct their sub-registrations.
- Annual electronic confirmation of registration data replaces the old renewal process. Failing to confirm can lead to suspension and, eventually, deletion.
- A linked bank account is required for the establishment.
Put the annual confirmation in your calendar the day your registration is issued.
