Gold shield check glowing above a shopping bag and parcel box on an emerald pedestal, with a phone sending a signal: filing a commercial complaint in Saudi Arabia

How to File a Commercial Complaint in Saudi Arabia (Balagh Tejari App)

You paid for something that never arrived. A shop refuses a warranty it promised. Prices on the shelf don’t match the till. In Saudi Arabia, the Ministry of Commerce handles consumer reports like these, and you can file one from your phone. This guide covers the official app, the steps and how to protect yourself from fake “complaint” websites.

Quick answer

File a commercial report through the Ministry of Commerce’s own Balagh Tejari (“commercial report”) app. In the app, log in through National Access, choose new report, say whether it concerns an online store or a physical shop, pick the violation type, add the business details and a description, attach documents and submit (my.gov.sa).

Key takeaways

  • Official channel: the ministry’s Balagh Tejari app, which its Google Play listing describes as a way to file reports and track their status.
  • Login: National Access (the national single sign-on).
  • Online stores: the app checks whether the store is listed on the Saudi Business Center platform or has a commercial register.
  • Support email: cs@mc.gov.sa, as listed on the app’s Google Play page. For other contact options, check the contact details on the ministry’s official website.
  • Tracking: you can follow your report’s status online.

What the service covers

The National Platform describes Receiving a Commercial Complaint as a Ministry of Commerce service that lets you submit a commercial report, inquire about it and track its status online, without visiting a ministry branch. When we opened the listing on 14 October it showed no fee and no listed prerequisites; check the current listing before you start.

The app’s Google Play listing, published under the Ministry of Commerce’s name, says it is designed to enhance consumer protection by letting consumers file commercial reports and track their status. The listing showed an update dated 16 September 2026 when we opened it on 16 October.

Beware of fake complaint websites

In May 2023 the Ministry of Commerce announced that the only authorised means of reporting commercial violations are its official app and its own unified contact channel. It said fraudulent websites were posing as report-filing services. It added that it does not request confidential information such as bank account numbers, card details, passwords or verification codes, and that reporting doesn’t require downloading any external programs. The announcement is dated 9 May 2023, so check the ministry’s official website for the current position.

Warning

If a “complaints portal” asks for your OTP, card number or banking password, stop. It isn’t the ministry. Use only the official app, and download it from a link on the ministry’s own website.
